Second Essay Assignment--Tribal Sovereignty

Our second essay will derive from a small library research problem. The general topic is "Tribal Sovereignty", what it is, how it relates to reservation territory, how it relates to ceded territories, and the rôle of Public Law 280 in modern governance of Indian lands.

Primary reading resources for this topic are:
Pevar, Chapter VII--State Power over Indian Affairs, pp. 111-128.
Pevar, Appendix B, Public Law 83-280, pp.333-335.
Canby, Chapter V, Indian Tribal Sovereignty, pp. 66-83.

Use the Internet for exploration of this topic, or for specific definitions, but DO NOT include any text in your essay copied from Internet sources.

Your essay should seek to encapsulate the meaning of "tribal sovereignty" as it relates to modern regulation of Indian affairs. It should distinguish between those Indian lands governed by Public Law 280, and those excluded.  Please keep your paper to 4 pages or less of double-spaced text, excluding  any figures, tables or bibliographic materials.  The second essay is due by the start of the class period on  April 10, 2007.  You may e-mail your essay to me (at the spang001 address) before class, or turn it in as hard copy.
